Civic celebration

I don’t like any professional sports teams. But I like celebrations and excitement. I watched the parade from my office window (a prime view) in its entirety.

I was excited because everyone else was excited. I think parades and rallies like these are necessary to keep afloat civic pride, our humanity, and to remind us that we live and work together.

That Lakefront Trail

It’s not the “Chicago Bike Path.” It’s not the “Lakefront Path.” It’s not the “Chicago Riverwalk.”

Those are all names that have appeared on Google Maps at some point to describe the 18-mile multi-use path along Lake Michigan in the city limits.

It’s the Lakefront Trail. And it’s pretty great. Most of the time. South of Solidarity Drive.*

It looks like this:

Burnham Harbor. My point and shoot camera, a Fuji F50fd, was recently damaged and the lens cover will not fully retract. It casts a shadow over wide angle shots. When zoomed, like in the photo below, the shadow disappears.

*The Lakefront Trail is extremely congested starting near Museum Campus (especially when there are a lot of walkers and tourists that day), and has pinch points at Monroe, Grand and Illinois, Oak Street Beach, North Avenue Beach, and Belmont (those are the ones I remember, I rarely ride on the Lakefront Trail because of the insanity). No matter how many drawbacks I list, you can’t beat an open and unobstructed view of the city or the lake. Open this photo to see how many people are using it.

Circle Line brings out the public’s comments to the CTA

The public should always be involved in city and community planning. It can be a difficult exercise, though, but morally, and legally, we must do it. I got my own experience with dealing with the public by setting up and running, from the venue to the content, a public meeting about bicycling in Chicago in summer 2009 (reports and documents, photos).

What’s unfortunate, though, is that public participation tends to turn into meeting theater.

The Chicago Transit Authority (CTA) has just released the public comments from the third “screening” of the Circle Line Alternatives Analysis study. Screen 3 presented the Locally Preferred Alternative (LPA), including route alignment and new station locations. I’ve collected a handful of some of the irrelevant or humorous comments members of the public submitted to the CTA after the open houses in September 2009. I’ve also included a selection of thoughtful, serious, and relevant ideas and questions (these ideas comprise the majority). Download the entire collection.

Irrelevant

These comments are recorded by the CTA study team, but not addressed and thrown in “Topic Area 23, do not pertain to the Circle Line.”

  • Nobody builds 1890s technology like Chicago!
  • What would Daniel Burnham think of this “LPA?
  • The connection for regular service to the Old Orchard Mall has my support.
  • These comment cards are meant to constrain public debate. RTA does not use these. Why does CTA need to control the public? [Note: If the commenter feels the need to say this, a comment card is the wrong outlet; also, an open house is not an opportunity to debate anything]
  • What is this “future plan? [Note: It seems that the commenter is unsure of their presence at the open house, or they don’t understand that the Locally Preferred Alternative includes only a small part of the Circle Line vision]

Serious

  • Tonight I was handed a flyer from LVEJO claiming that MidCity is cheaper than Circle even though it is 20 miles longer. CTA’s study says the opposite. Which one is more accurate? [Note: I would also like to know the answer]
  • The material provided on the CTA web site (the presentation slides and display boards) do not seem to be sufficient for public comment except at the most superficial level. Especially for those citizens who were unable to attend one of the three public sessions, the web materials are all that are available, and I do not believe they are adequate to meeting your requirements for public participation.

Bike parking news for Chicago and NYC

First, let’s talk about Chicago’s bike parking news.

The Chicago Bicycle Parking Program, in August 2008, launched a web application that “does three things” (straight from the website) for Chicago residents: allows them to request a new bike rack; allows them to track their request; allows them to find existing and requested bike parking locations.* We call it the “Public Interface” in the office.

In the past three weeks, our “bike parking locator” was featured on:

  • Chicago Reader
  • Cyclelicious
  • GapersBlock (via Chicago Reader)
  • RedEye – “How much bike parking is in your ‘hood?” – This piece excited me the most. It was printed and distributed to thousands of Chicagoans on Friday, December 11, 2009! The article included a map based on the data that anyone can download from the Public Interface’s advanced search page.

Now let’s move on to the news in New York City. The Bicycle Access to Office Buildings Law went into effect on December 11, 2009. Briefly, the law says buildings with at least one freight elevator and without listed exceptions must create a “bicycle access plan” for residents/tenants upon request. For interested tenants of building owners and managers, the NYC Department of Transportation’s “Bikes in Buildings” website is the first stop. It describes the process and offers tenants and building owners and managers an automatic request generator or plan builder. This also helps the NYC DOT track requests and deal with exception requests. In the spirit of President Obama’s desire for government openness and the Office of Management and Budget’s recently released “Open Government Direction,” I hope NYC DOT publishes the information it holds.

*Disclaimer: I coded the web application. My boss was also involved, mainly in directing how it should function and what it should say (he’s way better at copywriting than I am). I also got help from someone who’s blind to test the accessibility of the website.

CTA bus operators should not strike

The assignment: Attached is a press clip from the Chicago Sun-Times on November 5, 2009, with the headline, “Bus driver strike over layoffs an ‘option’.” Also attached is an arbitrators ruling establishing the provisions of the current contract. Do you think the CTA unions should strike over the issue of layoffs? List and explain your reasons.

The class: Transportation Management

I think it is too early to form an opinion on the situation with the facts given. The newspaper article states that the Chicago Transit Authority (CTA) has not yet communicated to the bus operator union what concessions it wants from the members.

However, I have developed a preliminary opinion based on the arbitration agreement and the contract between employer and employee.

The CTA has an obligation to honor its contract and the binding arbitration agreement (AA). The contract and AA stipulates that the CTA provide specific raises in specific years to all employees in the two unions (Amalgamated Transit Union Locals 241 and 208). I believe that for the CTA to continue honoring the terms of this contract, that is, to continue providing raises to the bus operators, then the CTA must reduce its workforce (along with other “balance modification” measures like cutting service and raising fares).

I am not often supporting of unions and I have never been a member of one, I believe the bus operators union will do itself a disservice by striking. It signals to City and State representatives they’re unwilling to continue negotiations with the CTA or a mediator, and that they cannot accept that the CTA, while working hard to increase organization and operational efficiencies, will be unable to pay the salaries of so many “extra” employees because there will be less buses and routes to operate. I shouldn’t have to mention the ill will the CTA’s customers might develop towards the bus operators and the transit agency.

The union must also follow the procedures in their contract that, according to the newspaper article, requires them to submit to binding arbitration. Additionally, this may also harm the union and its members by requiring them to accept a less-than-desirable situation about their jobs.

I found that the Chicago Civic Federation, a non-partisan organization of citizens concerned about the city’s financial well-being, supports the CTA’s plan to reduce service and raise fares, as announced in the CTA’s fiscal year 2010 budget (press release). The Civic Federation calls the cuts and increases a fair approach that balances responsibility on management, union staff, and customers.

I agree with their position that all parties “must make sacrifices.”

In these trying budgetary times, all parties, to garner the most effective support, must ensure they reference only facts so as not to deceive or confuse the public. Facts will also allow the parties to communicate effectively and keep the public’s suspicion at bay. I wrote in the fourth assignment that the CTA should launch a marketing campaign (in order to improve their public image) that seeks to inform the public with simple facts about the agency, the breadth and cost of services it provides, but most importantly describes how it receives funding from Illinois residents through sales and real estate taxes, but also through grants. Additionally, they would discuss the efforts they’ve undertaken in the past few years to increase efficiency in all aspects of the agency.

Lastly, I would like to suggest that the unions spend an equal amount of time, effort and money on persuading elected officials to work on a plan that fixes our regional transit issues and keeps bus operators employed. Transit can be an economic and community development tool when looked at in the context of total transportation management that recognizes the economic detriment of traffic congestion, dangerous streets, pollution, and carbon emissions.
