Do people really know the cost of driving?

Updated 11:50 AM: I was mistaken about the vote timing: the Metra board will vote on the fare increase plan on November 11, 2011, not October 14, 2011.

I’m having a wonderful time reading the minutes from Metra’s September 2011 board meeting. This is when Metra staff made their first fare increase proposals. They made a second proposal at the October board meeting – this is available for public comment. These minutes are not yet available.

Here’s Lynnette Ciavarella, Senior Division Director Capital and Strategic Planning, talking about how Metra is cheaper than driving, in the same discussion she had with the board about how Metra fares have not been keeping up with inflation:

She [Lynnette Ciavarella] concluded that it is well known that commuter rail fares are much lower compared to the cost of driving downtown everyday. In previous meetings, staff has used a Drive Less/ Live More calculator. Staff has modified this calculation to be much more conservative. The drive cost now is calculated at traveling 22 days per month, averaging 25 mpg, at $3.95 per gallon, and an average cost of parking downtown at $18.00. The Metra fares no longer include a parking component, so under this approach, a Metra customer living 20-25 miles from downtown under the estimated proposed fare scenario could potential save over $5,000 per year.

I disagree that it’s well known that taking the train to work downtown is cheaper than driving. It does not advertise this; I don’t believe any Chicago transit agency publicizes this fact.

Metra has cryptic messages on its billboards: “Easy come, easy go” and “The way to really fly” neither describe what Metra is and where it goes nor the benefits of using it. These billboards are often placed on train viaducts over the highway so people driving in traffic jams can see them.

The message they should be sending is right there in the meeting minutes: “Take Metra downtown instead of driving and save $5,000 each year”. Complement that text with a link to a new website that helps interested drivers find a station near their home and a schedule; sign them up for a local parking lot wait list or tell them how to ride their bike to the station on a good route and lock up properly when they arrive.

The Drive Less Live More website, operated by the Regional Transportation Authority (RTA), has a maps page that links users to CTA station maps, a PDF of an RTA system map, a broken link to a Metra system map, and links only to an Illinois bike map, not the Chicago bike map. This doesn’t make it easy to switch to transit! The Metra homepage does have a “station finder”.

Are protected bike lanes going in the right places?

My contribution to a discussion on The Chainlink, Are protected bike lanes going in the right places?

Kelvin, Milwaukee/Ogden/Chicago is the intersection along Milwaukee Avenue with the highest number of bicycle crashes. I created this table and map to show them, using data from 2007-2009.

The blue rings on the map are called, in GIS parlance, “buffers” and are circles used to select things (in this case, bike crashes) within a certain distance of the circle center. In this map I used 50 feet radius buffers (100 feet diameter). While this distance encompasses the intersection from center to all four curbs, it doesn’t encompass the crashes that happened just outside the buffer that were still most likely influenced by the intersection (like drivers’ turning movements).

I am working on a project with three friends to create a better map and “crash browser”. I mentioned it in the last story on Grid Chicago in this post. For this project, we are using 200 feet radius (400 feet diameter) buffers to ensure we encompass the entire intersection and the area in which it still has an effect. This also grabs the bike lane “pinch points”, places where a bike lane doesn’t start until 100-200 feet beyond the intersection.

I am also concerned with the strategy and approach CDOT is using to choose locations. It’s not transparent; at MBAC, CDOT said they were choosing locations “without controversy and that could be implemented quickly”.

What is a utility bike

Well, if I had to choose, it’s the WorkCycles Fr8.

But if I had to define it, here goes:

  1. It can carry stuff so that I don’t have to carry it on my person, thus hurting my body. Carries in such a way so as to not negatively affect the handling and maneuverability of the bike.
  2. Has a design with devices, features, elements, materials that help prolong the life of the bicycle. This includes chain guard to prevent rust, fenders to prevent dirt, internal gearing to make that last longer, etc…
  3. Can be ridden by a variety of person sizes (I’m not sure if this represents utility, not 100% sure on this one).

Oregon Manifest judges chose the winning bike on Friday, September 24, 2011, and it’s far from being the ultimate utility bike.

Tony’s bike – centered around an electric pedaling assist — was specifically designed to get people out of cars, introducing amenities that drivers have grown accustomed to on the road;  stereo, locking storage, stable loading and a huge dose of Fun Factor.

And I wasn’t the only concerned observer. Travis Wittwer, a Portland resident, was present at the announcement and wrote on Bike Noun Verb, in a post titled The Cargo Bike Future Sucks:

There was a palatable pause as the first place winner for the Ultimate Utilitarian Bike was announced at the the 2011 Oregon Manifest awards. The pause was long enough to register as a pause. A stop. It was uncomfortable. Clearly people everywhere in the crowd were saying, “What the hell?” I looked around and saw other people looking around. There was some confusion.

It doesn’t meet my definition of utility bike above:

  1. The wide front rack is mounted to the steering and thus will make maneuverability difficult. The double-leg kickstand is not very wide.
  2. The drivetrain is exposed, it uses electrical parts that will fail or need maintenance that many people will not be able to provide.
  3. The high top tube may make it difficult for some to mount the bicycle.
I do love the locking storage, though!

This isn’t refined. These are just my notes that I speak from. I may not have spoke about everything written here and I may not have written here everything I spoke about. This is for Moving Design

experimental projects need reviews. I don’t mean projects that are considered experiments, I mean projects that are new to the people who designed it, and new to the people who will be using it.

we need good data collection.

Did the Kinzie bike lane cause congestion? So what if it did?
We would need data points that were collected using well-known methods, and probably at different times of the day and week. And we’d have to be sure to count cyclists, too.
Then 3, 6, or 12 months later, we’d have to do it again.

What was the change?
Is that a change that meets our goals?

Back to the cyclist crashing on tuff curb, what is the city’s plan to monitor the use (or disuse) of the facility? How will the city collect data on something like this?

Census – not gonna happen in 2020
American Community Survey – 5-year estimates (with data gathered annually) will replace decennial Census.
