Bike parking news for Chicago and NYC

First, let’s talk about Chicago’s bike parking news.

The Chicago Bicycle Parking Program, in August 2008, launched a web application that “does three things” (straight from the website) for Chicago residents: allows them to request a new bike rack; allows them to track their request; allows them to find existing and requested bike parking locations.* We call it the “Public Interface” in the office.

In the past three weeks, our “bike parking locator” was featured on:

  • Chicago Reader
  • Cyclelicious
  • GapersBlock (via Chicago Reader)
  • RedEye – “How much bike parking is in your ‘hood?” – This piece excited me the most. It was printed and distributed to thousands of Chicagoans on Friday, December 11, 2009! The article included a map based on the data that anyone can download from the Public Interface’s advanced search page.

Now let’s move on to the news in New York City. The Bicycle Access to Office Buildings Law went into effect on December 11, 2009. Briefly, the law says buildings with at least one freight elevator and without listed exceptions must create a “bicycle access plan” for residents/tenants upon request. For interested tenants of building owners and managers, the NYC Department of Transportation’s “Bikes in Buildings” website is the first stop. It describes the process and offers tenants and building owners and managers an automatic request generator or plan builder. This also helps the NYC DOT track requests and deal with exception requests. In the spirit of President Obama’s desire for government openness and the Office of Management and Budget’s recently released “Open Government Direction,” I hope NYC DOT publishes the information it holds.

*Disclaimer: I coded the web application. My boss was also involved, mainly in directing how it should function and what it should say (he’s way better at copywriting than I am). I also got help from someone who’s blind to test the accessibility of the website.

The Joseph Stalin locomotive

Last night in my final class of Transportation Management my teacher pointed out the wallpaper photo on the computer we used to give slideshow presentations. The train is notable because of its nickname, “Little Joe.”

The amazing Illinois Railway Museum in Union, Illinois, has a Little Joe the Chicago, South Shore & South Bend converted to Standard Gauge (4 feet, 8.5 inches). The unit is operational.

Long story short: General Electric (GE) built twenty electric locomotives to fulfill an order the Soviet Union made in 1946. The Cold War “happened” and GE couldn’t ship them out. The engines were built for a 5-foot gauge track. Two American railroads (Milwaukee Road and South Shore) and a Brasilian railroad bought up the stock.

Little Joe is named after Joseph Stalin, Generalissimo of the Soviet Union at the time.

The Wikipedia entry on the Little Joe locomotive doesn’t mention the relationship, but High Iron Illustrations, an aviation and railfan art store, confirms my teacher’s story. The Illinois Railway Museum has more on its history, after the jump. Continue reading

We’re all pedestrians

Martha Gonzalez was killed by a hit-and-run driver five minutes before I arrived at the scene. I’m not a firefighter, police officer, or EMT; I commute by bike on the same road Martha walks on. Sometimes I also walk on Halsted.

We’re all pedestrians.

What has happened to “pedestrianism” in the past four months? A lot. While some of the news items below may not describe situations in which a walking person was directly affected, they describe issues that affect vulnerable street users.

And finally, between October 13 and November 1, six Chicagoans died while doing what we all do: being pedestrians.

Why Amtrak’s not on time

“Over the last 12 months, Amtrak operations and equipment contributed between 11 and 18 percent of the total delay.  Likewise, “third party” causes of delay, such as inclement weather and police activity, contributed only between 6 and 8 percent of the total.  The delay that Amtrak ascribes to the “host” railroad, on the other hand, averaged 79 percent of total monthly delay.”*

Amtrak operates some commuter trains in California.

Breaking down delays attributable to the host railroads (across the national system):*

  • Freight train interference (25 percent)
  • Passenger train interference (this really means other Amtrak trains)
  • Commuter train interference
  • Slow orders not related to weather (“likely in response to track conditions”)
  • Signal delays

And the reason Amtrak can’t report: Continued underfunding at a time when ridership is increasing. Congress makes yearly allocations to Amtrak and without an expectation for stable long-term funding, the National Passenger Railroad Corporation can’t make long-term investment plans or seek alternate, additional funding (like bonds). Recently received American Recovery and Reinvestment Act funding gives Amtrak a necessary booster shot to clear out a backlog of maintenance. But this doesn’t solve the year-to-year fight for dollars.

State of Illinois-supported routes (from Chicago to St. Louis, Missouri, and Milwaukee, Wisconsin) show a 20% increase since 2007. The Illinois Department of Transportation has spent millions of dollars in the past few years to upgrade track, crossings, and signals to improve travel times. You can see the effect on ridership when you improve service. I think this makes Illinois a strong contender for high-speed rail stimulus money not yet awarded.

The automobile assault on pedestrians occurs daily

Transportation for America reports 400 pedestrians killed each month. Thankfully, no pedestrians were hurt in the collision you see here.
