The first raised crosswalk I’ve seen in Illinois

Forest Park was a client of mine in 2012 via my work for Active Transportation Alliance; they’re a technical consultant for cities that had grants from the Communities Putting Prevention to Work program. I visited the village with one of their staffers to identify great locations for bike racks (that also included advice on their existing rack inventory, and suggestions for exactly which models to buy).

We would drive around town and then stop and walk a lot. One place where we did a lot of walking was in their downtown, on Madison Street (the same Madison Street as in Chicago). I was pleasantly surprised that their signage reflected the “stop for pedestrians in crosswalk” law, replacing the now-irrelevant “yield for pedestrians in crosswalk” signs. And to top it off, they had talking and lighted signals at some of the crosswalks. I do not support any widespread installation of these: I think they help move our culture in a direction that perpetuates the low respect we have for pedestrians. I believe there are other ways to enforce driver compliance that do not require this kind of equipment.

Forest Park has installed one of those ways: it’s a raised crosswalk (also known as a speed table). It looks like a speed hump, but is much wider, has a flat top, and carries a marked crosswalk (see my article on Grid Chicago “What is an unmarked crosswalk?“). It causes drivers to slow down and has an added – subjective – benefit of intimating that the driver is entering a “protected space”, one for people on foot and that it should be respected. They bring the roadway up to the pedestrian’s level instead of dipping the sidewalk down to the driver’s level.

I don’t know of one in Chicago, but three guys are working to get several installed in a Logan Square traffic circle redesign.

How high (and low) expectations can make traffic safer

I have low expectations of fellow Chicagoans who are moving their vehicles on the same roads I cycle on. I expect that every door will fling open in my path, causing me to be doored. I also expect to be cut off at any moment, and especially in certain places like at intersections (where the majority of crashes occur), bus stops, or in places with lots of parallel parking activity. Because of these expectations I feel that my journeys have been pretty safe. My low expectations cause me to ride slower, ride out of the door zone, and pay attention to everyone’s maneuvers.

This is another post inspired by Traffic: Why we drive the way we do (and what it says about us) by Tom Vanderbilt. From page 227 of “Traffic”, about expectations :

Max Hall, a physics teacher in Massachusetts who often rides his collection of classic Vespas and Lambrettas in Rome, says that he finds it safer to ride in Rome than in Boston. Not only are American drivers unfamiliar with scooters, he maintains, but they resent being passed by them: “In Rome car and truck divers ‘know’ they are expect not to make sudden moves in traffic for fear of surprising, and hurting, two-wheeler drivers. And two-wheeler drivers drive, by and large, expecting not to be cut off.”

The scooter drivers have high expectations, and it seems that they’re being met.

This all plays nicely with the “safety in numbers” theory about cycling: the more people who are riding bicycles, the more visible bicycling is, and the more aware a driver will be around people who are bicycling, and the more they will expect someone on a bicycle. Awareness means caution.

It’s difficult to gauge the safety of cycling in Chicago as we’ve no exposure rate: we don’t know how many people are cycling how many miles (nor where).

Exposure rate

Exposure rate in the sense I’m using it here means the number of times someone is in a crash or injury for each mile they ride. We know how many crashes and injuries are reported each year (in the Illinois Motorist Crash reports), but we don’t know how many miles people ride (neither individually nor an estimated average).

There was a limited household survey of Cook County residents in 2008 from CMAP, called Travel Tracker, that collected trip distance information for all trips members of a household made on all trip modes – I haven’t looked into this yet.

It would be highly useful if the Chicago Department of Transportation conducted ridership counts at the 10 intersections with the highest crash rates. And if the 10 intersections changed the following year, the new intersections would just be added to the initial 10 to track the changes of the initial 10. This would be one step closer to being able to determine a “crash rate” for each intersection.

What is Conversation Cycling?

Mikael Colville-Anderson posted a link to this photo set called Conversation Cycling (his photo above). The concept of Conversation Cycling is simple:

Build a bikeway so two people can cycle side-by-side to have a pleasant chat. 

I want this for Chicago. When you ride with friends, how would you prefer to ride: yelling ahead in our narrow bike lanes or conversing to the side? This is sometimes possible on the Lakefront Trail, but not always: the Lakefront Trail’s maximum width is the same as the standard with for cycle tracks in Europe!

Bike lanes in the United States, when they’re available and not being parked in, are not even wide enough for one person to ride without danger of being doored. It’s not surprising this is the case. In addition to how we prioritize the movement of automobiles and the placement of parking before pedaling, the national minimum width for a bike lane is 4 feet (without gutter), or 5 feet when next to parked cars or with a gutter.

I gathered some hard evidence: My handlebars are 28 inches wide. The door of my roommate’s car is 32 inches wide. 28+32 = 60 inches, or 5 feet. And that’s without a buffer. Essentially, bike lanes as we’ve built them are not compatible with the rest of the street.

Crashes by bike or by foot at different intersections

While working on a private web application that I call Chicago Crash Browser, I added some code to show the share of pedestrian and pedalcyclist crashes. The site offers users (sorry I don’t have a web server that can make it public) a list of the “Top 10” intersections in terms of bike crash frequency (that’s bike+auto crash). You can click on the intersection and a list will populate showing all the pedestrian and pedalcyclist crashes there, sorted by date. At the bottom of the list is a simple sentence that tells what percentage pedestrian and pedalcyclists made up at that intersection.

I’m still developing ideas on how this information may be useful, and what it’s saying about the intersection or the people using it.

Let me tell you about a few:

Milwaukee Avenue and Ogden Avenue

I mentioned in my article Initial intersection crash analysis for Milwaukee Avenue that this intersection is the most bike crash-frequent.

Logan Square McDonald’s crash map

This is part of a series of articles on the issue of lifting the pedestrian street designation on a part of Milwaukee Avenue in Logan Square so that the McDonald’s franchise owner can demolish the building, build a new building, and build a double order point (“tandem”) drive through. Read the first post

At the hearing on December 13, 2011, Alderman Reilly asked if there was evidence of injuries or crashes due to the drive through. No one brought this data to the hearing. I cannot directly attribute the crashes to the existence of the drive through (unless I had the original crash reports), the drive through probably generates traffic that would not be there without the drive through, and it causes people to have to turn across a lane of traffic, either to enter the driveway on Milwaukee, or when exiting the driveway onto Sawyer, or when turning onto Milwaukee from Sawyer. I am looking for studies that research the impacts of drive throughs at fast food restaurants and pharmacies.

37 people were involved in 13 crashes within 100 feet of the center of the McDonald’s driveway from 2007-2010. Seven people were injured, one was a pedestrian. Double the search radius to 200 feet and we see 87 people involved in 35 crashes. Now, four pedestrians and cyclist were injured in addition to the 10 drivers and passengers injured.

This was my testimony at the zoning committee hearing (this may not be verbatim, but it’s really close):

Hello, my name is Steven Vance. I work as a consultant and writer on sustainable transportation advocacy and planning projects. The text amendment to modify the pedestrian street designation may negatively impact the continuity and safety in traffic of all modes along Milwaukee Avenue, which happens to be the city’s most popular bike route.

I ask that McDonald’s provide a traffic impact study before this matter is discussed further.

Lynn, a Logan Square neighbor, describes more of what happened at the hearing, as well as the next step at the Zoning Board of Appeals.

Driving danger

Crash data from the Illinois Department of Transportation show several crashes along Milwaukee Avenue from 2005 to 2011. If this location hadn’t been removed from the P-Street ordinance, McDonald’s would have been required to install both the drive-thru’s entrance and exit on Sawyer, where there is markedly less traffic than on Milwaukee (or not build them at all). This project has not only allowed a documented hazard to persist (despite the P-Street designation), but perhaps to be worsened.

From 2005-2011, there were 3 bike-automobile crashes and 5 pedestrian-automobile crashes within 200 feet of the drive-thru entrance, which includes the intersection of Sawyer and Milwaukee (where many people will drive back onto Milwaukee from the drive-thru exit). There were 82 car-car crashes in the same period. At a nearby intersection, Milwaukee/Dawson, an intersection with a similar retail makeup and traffic count, shows about half the number of crashes.
