Tucson’s neighborhood friendly ordinances

I’m moving to Tucson so I can bike on Dutch-style separated bike paths.*

My Grid Chicago writing partner John Greenfield visited Tucson, Arizona, earlier this month. His post about their bicycle facilities is on our site today. I published two posts about my visit in 2010, first Tucson has every kind of bikeway and Rialto theater in downtown Tucson.

In John’s post, he describes that the proliferation of bikeways (of all kinds!) are in part due to a city ordinance that requires they be installed in all road projects. Think Complete Streets but where you actually have to make one instead of just “considering” making one, which is what happens here.

I started digging into the city code to find the ordinance and its exact language. I haven’t found it yet, but I did find this:

Chapter 15, Section 13 is about going to the voters to approve or reject the city’s involvement in any project to construct “freeway, parkway or other controlled-access highway” or “grade-separated interchange”. So, in a regular or special election, the city must ask voters whether or not the city should be involved in building big roads, on a project by project basis.

Imagine that. What if the voters of Chicago could reject the destruction of their neighborhoods because of expressway construction for the Dan Ryan, Eisenhower, and Kennedy? Well, first of all, would people approve or reject those projects?

“(e) If the voters reject the proposed project, the mayor and council shall request that the state department of transportation not include the proposed project in the state highway system.”

An approval for a project is valid for five years. If no construction happens in that time, then the project approval has lapsed and the voters must be asked again. I’m sure many people (especially the people proposing the project) would find this law an enormous barrier to “progress”, but it ensures some level of public participation.

* Just kidding.

Cargo Bike Roll Call equivalent across the pond

The Cargo Bike Roll Call equivalent in Nijmegen, Netherlands, is called Bakfietsdag, or “box bike day”. The city is pronounced “nigh-may-hen” and is the home of a very awesome bridge that only carries trains and bikes.

I am planning for the second annual Cargo Bike Roll Call. I held the first at West Town Bikes in September 2011. It’ll again be at West Town Bikes (Division Street and Campbell Street), but I’m aiming for June and I hope to have a street closure permit so we can (legally) take up more space this time. The police were friendly in our encounters last year, asking us to keep the beer inside and then asking us to stay in the parking lane and parkway. But this party is only going to get bigger.

I like this Long John’s design: instead of the cargo area being above the “forward” or “cargo tube”, it’s on the sides. I don’t know what advantages of disadvantages this has. You can also tell this bike was “homemade”. Another kind of Long John-style cargo bike is the Larry vs. Harry Bullitt, also spotted at Bakfietsdag.

BikeLock app based on dataset I opened up

It’s really cool to see work you did “go places”. A friend of mine who works at Groupon just linked me to an iOS app called BikeLock that finds bike racks near you on iPhones, iPads, and iPod touches. It’s based on bike rack location data in the City of Chicago’s Data Portal. (The data on there is old, while the data in the public API I built is real time.)

Download it from the iTunes Store for 99 cents. The developer is Mike Jahn, another Groupon staffer. You can get the same information for free, though, on my mostly mobile-friendly Can I bring my bike on Metra? web app, and a website I made for the Chicago Department of Transportation (CDOT).

That data comes straight from the Bike Parking Web Application I started developing in 2008 soon after I started working in the Chicago Bicycle Program. It was good that my supervisor had the same perspectives I did about open and transparent data and work. But it didn’t start like that; here’s the full story:

My first job at the Bicycle Parking Program was to deal with abandoned bikes, get them off the street. I was taught the existing method of keeping track of my work, but I used my programming skills (in PHP, MySQL, and with the Google Maps API) to develop a web application that tracked it faster and mapped out the abandoned bikes I had to visit and tag with a notice. I was using this for a few days or few weeks and then show my boss. His reaction was something like, “Great! Now make one for bike racks!”

Why? Well, let’s take this quote from Judy Baar Topinka, Illinois comptroller, speaking Tuesday about her office’s new website, The Ledger, which lists the state’s unpaid bills among other financial data.

“The object of the exercise is to make everything that we know of in the comptroller’s office public. If we know it, you’ll know it.” WBEZ

I made one for bike racks. I created two environments, one for private administration at the office (“Bike Parking Web Application”) and one for the public (“public interface”). A later feature I added to the public interface was the Advanced Search. This allows you to filter by Ward, Community Area, and Status. You can then choose your sorting method. A map will appear above the results. You can download the results as either an XLS file, and XLS file that’s designed to be imported in GIS programs (like QGIS), or a KML file.

I’m aware of just one other app that uses this data set: MassUp.us. I don’t know if MassUp uses the real-time API that my Metra bike rack finder uses.

Figuring out how many CMAQ projects are for roads

Simplified, the purpose of Congestion Mitigation and Air Quality (CMAQ) grant is to fund projects that reduce congestion and improve air quality. This usually means bicycle, pedestrian, and transit facilities and vehicles. But it also means road projects. Like intersection widening, new signals, changes to signal programming, and “signal interconnect” (timing the signals to cooperate with each other to have some free flowing traffic). It can also mean making grade separations at railroad tracks to eliminate backups when trains cross. However, not everything is infrastructure: there’s also marketing, encouragement, analysis, bike sharing, and education.

In a conversation I was having last night with some transportation advocate friends, one joked that most of CMAQ funds road projects. I agreed (probably because the irony of reducing congestion by making higher capacity roads was funny to me), and we moved on to other topics. I set out verify the actual distribution share for the six-county region in Northeastern Illinois.

I spent almost an hour converting the Chicago Metropolitan Agency for Planning’s CMAQ 2012-2016 projects list from PDF to Excel and then quickly identified every project as being “road” or “not road”. I tallied the amount of proposed CMAQ funding for the projects to get the answer: road projects take up 25.7% of CMAQ funding.

But I can’t stop there! Now that I have CMAP’s data in a spreadsheet, I can get the average of Daily VOC eliminated for road and non-road projects, as well as the estimated cost per VOC kilogram eliminated.

On average, non-road projects have a lower cost per VOC kilogram eliminated ($4,109.37 versus $9,472.90). And non-road projects on average eliminate 19.7 times more kilograms of VOC daily (5.918 kg versus 0.301 kg for road projects).

There are some disclaimers! These are all estimates and not every project has received funding. Also, projects are not selected solely on cost per kilogram of VOC eliminated, or daily VOC eliminated. I’d also like to see estimates on the number of people affected by each project.

No more drive throughs, please

People drive their cars in and out of the parking lot for Micro Center, Joann Fabrics, and other stores in this strip mall on Elston Avenue. This design is almost inherently unfriendly to bicycle and walking transportation. But it doesn’t have to be. 

One reason that makes dense, urban areas pleasant and pleasurable is their walkability, variations in land uses, and architectural designs. When you walk down Belmont Street at Sheffield and encounter a new business or restaurant every 25 feet, you’re interested. Interested and curious in what others are doing, what new food you can eat, or what you will experience.

The opposite of this is Elston Avenue, between Ashland and Western Avenues. This stretch is marked by curb cuts, driveways, and seas of parking. Add in the lack of a bus route or nearby ‘L’ station, and you’ve got an environment that’s downright hostile to users of sustainable transportation modes.

I am still doing research for my article on the “pedestrian street” designation. In my research, I’ve learned a lot about the Zoning Board of Appeals, Special Use Permits, and drive throughs. I still haven’t been able to locate studies or reports about the effects drive throughs have on traffic or neighborhoods.

Just in the past 5 days, I’ve found out about the following news:

  1. The McDonald’s at Western Avenue and Milwaukee Avenue (1951 N Western Avenue) is seeking a special use permit. For what, I don’t know. It could just be a rumor. This is the same McDonald’s whose drive through someone so desperately needed to access and almost hit me with their SUV (see image below).
  2. Nodarse Family, LLC, is seeking a special use permit at 1646-1663 N Western Avenue for “the establishment of a one-lane drive-thru facility to serve a proposed 1-story restaurant”.

When I look at Street View for the 1646-1663 N Western location I see several homes and an empty lot with a car parked in it. The address seems to be a mistake, as 1663 is across the street. And even though this is a residential area, it’s zoned B3-2*.

In Mayor Emanuel’s “interest” (more like a selective, here not there, interest) for transparency, I’d like to see information that’s easier to find and process. For news from Zoning Board of Appeals, a blog-like website that lists all permits being considered and permits recently issued would be very helpful. I could subscribe via RSS and get notified of special use applications.

What’s a special use permit?

A special use permit is needed when the developer doesn’t have the right to build something that requires a special use permit. Like establishments for day laborers. Or drive throughs. Or businesses that sell liquor. Or a pawn shop. Speaking of pawn shops, Nodarse Family, LLC, owns the property 2826 N Milwaukee, for which the owner is seeking a special use permit to open one. This is in the 35th Ward, the same ward whose Alderman seems to have it out to build as much parking as can be built. You can see these applications on the ZBA’s agendas.

I’m not a fan of drive throughs.
