Best ways to present bicycle crash data

I started some preliminary work on my crash reporting tool. I haven’t written any code, but I’ve been working on the logistics of analyzing and presenting the data to the public.

I obtained bicycle crash data for 2009 from the Illinois Department of Transportation’s Division of Traffic Safety. I’m not able to distribute raw data (you’ll have to ask for it yourself) and Illinois statutes prevent me from distributing personally identifying data (but it’s really hard to know what this is). In the meantime, based on Ben Sheldon’s suggestion, I loaded some of the data into a private Google Fusion Table that instantly maps geocoded data (it can also geocode the data for you).

Richard cautions me about way I choose to present data. I need to choose terms and descriptions carefully to avoid misinterpretations. Pete from the Boston Cyclist’s Union recommends against accepting self-reported data. I’ll be taking their advice into consideration as I move forward.

You see in the map (top) that a lot of crashes happen on Milwaukee Avenue (above). That’s where a lot of people ride (over 3,000 in 24 hours in the fall).

I have not begun to review the narrative details in the crash reports. Actually, they’re not very narrative because they’re fixed responses – no free writing allowed. And not every record represents a collision (meaning a crash with at least two parties). Many are self-crashes (is that a legit phrase)?

I’m not sure exactly what story I want the data to tell so it will probably be a while before I make anything public. One of my favorite geographic information books, Making Maps, talks about the endless ways maps can be designed and portrayed and that each tells a different story. It’s best if I know the story (a goal) ahead of time.

Hot off the heels of making my “Can I bring my bike on Metra right now?” web application, I am ready to start on the next great tool*.

I want to create a bicycle crash reporting tool for Chicago (but release the source code for any city’s residents to adopt) along the lines of B-SMaRT for Portlanders and the Boston Cyclist’s Union crash map based on 911 calls.

I’d rather not reinvent the wheel (but I’m very capable of building a new web application based in PHP and MySQL) so I’ve been trying to get in contact with Joe Broach, the creator of B-SMaRT, to get my hands on that source code.

I want the Chicago Crash Collector (please think of a better name) to have both citizen-reported data, and data from police reports. I just sent in my FOIA request for police data to the Chicago Police Department, but I’m not holding my breath for that.

Chicago’s first protected bike lane!

UPDATE 04-28-11: I’ve written new articles about this subject. The first is “Put the first cycle track somewhere else.” Then there’s my list of proposed protected bike lane locations.

Chicago just got its first two-way protected bike lane! And all because of a construction detour for the next 17 months!

I’m sort of joking, but sort of not.

This detour from the Lakefront Trail onto a street for 100 feet should give Chicagoans a taste for what a protected bike lane looks like, until April 2012. You can see it’s quite simple to build: shift traffic over, install K-rail concrete barriers, paint a dividing line. But what’s simple to build is not always simple to implement.

But how can we get a real one constructed?

It’s not for lack of demand. But it could be that our demand for a safer bike lane is not well known.

The Chicago Bicycle Program has “proposed” a buffered bike lane on Wells Street (by merely displaying a rendering of it on the backside of a “public meeting” handout). They have no released any further information about this. It would most likely be paid for with Alderman Reilly’s Menu Program funding. (Each alderman gets $1.3 million annually to spend at their discretion and he spent some of it on new bike lanes on Grand Avenue and Illinois Street.)

Contact the Alderman to let him know you want to be able to bike more safely on Wells Street into downtown. And make sure he and the entire Department of Transportation (CDOT; contact Commissioner Bobby Ware) know that people who ride bikes want to be involved in its design; when it comes to informing the public, CDOT has a lot of room for improvement. They could do this by being more timely in providing project updates, like the status of awarding contracts or starting construction on streetscape projects (the website lists the names and locations, but no other information). A major project missing is the Lawrence Avenue streetscape and road diet between Ashland and Western.

Other streets in Chicago are ripe for protected bike lane similar treatment. Can you suggest some places? I’ll keep a list here where we can debate the pros and cons of each location. Through an educated and data-supported campaign, we can advocate for the best locations at which protected bike lanes should be installed.

Protected bike lanes are all the rage in New York City. They have several miles of buffer and barrier separated bike lanes. Portland, Oregon, also has a diversity of protected bikeways. Minneapolis has several miles of off-street trails going to and through neighborhoods (which is why they’re key to the overall network).

The movies aren’t the only place where you’ll see in 3D! Go check out Clark and Deming (about 2540 N Clark Street) in the Lincoln Park neighborhood to see a special pedestrian safety marking on the pavement. They were installed on October 18, 2010.

Who’s involved?

  • Chicago Department of Transportation (CDOT)
  • National Highway Traffic Safety Administration (NHTSA)
  • Western Michigan University (WMU)

All three entities are involved in the installation of these optical illusion zig-zag markings.

Between and including years 2005 and 2009, there were at least 2 reports of injuries to people walking and at least 9 reports of collisions involving people riding bikes*. With that data in mind, I’m not sure why this location was selected for a pavement marking whose aim is to improve pedestrian safety. The data do indicate that this intersection has a lot of bicycle-related collisions, much more than I’m seeing for other intersections.

Clark and Deming

Curiously, there are no automobile traffic counts for miles in either direction on Clark Street so one cannot compare the number of collisions at the Clark and Deming intersection with other intersections in town. Out of over 1,200 count locations, Clark Street in Lincoln Park was skipped.

Park wins while parking fails neighborhood

This post on the removal of car parking at a park inspired me to write this post about the addition of car parking at a park.

Palmisano (Stearns Quarry) Park was created out of a dolomite limestone quarry and landfill in Bridgeport. The park is well designed and has a variety of landscape features. It’s quite popular, especially with elderly Asian residents.

Now, after a year of it being open, many diagonal parking spaces were installed on 27th Street. Space was removed from the parkway to create additional parking spaces where only parallel spaces existed.

Access to the park is not an issue. There are hundreds of households and thousands of residents within half a mile. There’re bike lanes and bus stops. There is a signalized intersection that makes it safer for people to cross the street to the park. Lastly, there are many unused parallel parking spaces lining two sides of the park.

So why was parking added? Did the neighbors ask for it? Did the Chicago Park District feel new parking was needed?

In a nutshell, my complaints against this are:

  1. It removed parkway – this should be sacred space. Perhaps we can institute a “tit-for-tat” policy (modeled after a parking meter agreement*) where if parkway is removed in one place, parkway has to be expanded or improved in another place.
  2. Potentially increases traffic in area by encouraging more driving by offering free parking. All parking surrounding the park is free.
  3. Parking space for drivers with handicap badges does not have a ramp. This is the most perplexing part – you may have to open the photo to its full size to notice this.
  4. Bumpout is not a bioswale. I highly doubt anyone will maintain the grass and soil. This landscaping will die.
  5. Bumpout’s large radius will not calm traffic (I watch it every day).

I would like to see the bumpout “island” transformed into a proper curb extension at a stop sign where drivers typically pause in the crosswalk and quickly turn right into southbound Halsted without stopping. I would like to see a bioswale collect the water from the street at this curb and divert it to the park’s wetlands.

*As I understand it, if parking meter spaces are removed and converted to another use (like a curb extension or on-street bicycle parking), a non-metered space must be converted to the equivalent metered spaces removed.
