Going on a short break

I am rearranging my priorities.

I need to find a steady job in urban or transportation planning so I’m taking the next week off from social networking and instant messaging. No Facebook, no Flickr, no Twitter, and no blogging. (Actually, I’ll probably indulge for a maximum of 120 minutes each day in these domains – going cold turkey is difficult.)

Why the Chicago bike crash map doesn’t show doorings

The data on the Chicago bike crash map comes from the Illinois Department of Transportation (IDOT) after reports are made to the Chicago Police Department, but it’s missing certain types of crashes. IDOT currently will not collect data about doorings.

Here’s a summary of the process:

1. Police officers make the reports

Chicago police officers collect information on dooring (outlawed by MCC 9-80-035) because of a recent agreement with the Chicago Department of Transportation (CDOT) – the importance of reporting doorings became a bigger priority after someone died after being doored on LaSalle Street in 2008.

When there is a dooring, Chicago police officers use an “Additional Units Form” in addition to SR-1050 (standard reporting form for Illinois motor vehicle crashes) and write “dooring” where the IDOT barcode would be on the Additional Units Form.

2. How the Chicago Police Department records it

When the Chicago Police Records Office sees that there’s no barcode they know they can’t send it to IDOT, but they see “dooring” and scan it for their own records (so they can provide it to crash parties later) and then email that number to the CDOT Bicycle Program. (There was a general order put out by CPD on this procedure and, yes, they actually send them– at least some of them.)

The CPD also knows that doorings, according to IDOT, are not a “reportable” crash. In addition to doorings, IDOT doesn’t consider the following as “reportable” crashes:

  • Any crash in which the first point of impact does not involve a moving motor vehicle.
  • Any non-injury crash which causes less than $1500 in property damage, unless one or more of the drivers was uninsured.

3. CDOT and Chicago Police Department connect

CDOT can then connect to the Police Departments records system, download a scan of the crash report, reads it and enters specifics into a tracking spreadsheet.

This is how dooring data is collected in Chicago because IDOT will throw away reports or attachments without barcodes. This should change. This process affects ALL cities in the State of Illinois but as far as I’m aware, only Chicago records doorings. It’s unfortunate that local agencies are forced to bear this additional task and provide special training for thousands of officers outside of statewide practices because IDOT doesn’t acknowledge the importance of this issue and revise its reporting policy.

Below is the SR-1050 form and you can see the IDOT barcode with the case number below it. The bike and pedestrian crash data I have from IDOT includes those case numbers.

Whatever happened to the CTA express bus boarding lane?

While the Chicago Transit Authority investigates the use of alternative payment methods (like with a bank card or your cellphone), there are some things they can do now to improve the customer experience for the long term. The CTA is also investigating getting rid of traditional fare media entirely. My suggestions are congruent with that goal, although I do not support eliminating transit cards and cash payments, and I believe they can be implemented quickly using existing technology. Without a deeper knowledge of the limitations of the devices, software, and vendors CTA currently uses for fare handling, I present you three suggestions for speeding up the CTA:

1. Expand fare types on its RFID cards

Allow multi-day passes to be loaded onto Chicago Card (CC) and Chicago Card Plus (CCP). Go online and apply a 7-day pass to your card for the same price as it would cost at Walgreens. And since your CCP is already registered in your name, if you lose the card, you don’t lose the value of the multi-day pass. CC customers should register their card to protect its stored value.

I write this now because a friend just told me she lost her 7-day pass. That’s $23 down the drain. But if she lost her more durable CC/CCP she could pay $5 and receive the benefit of having her remaining days restored to the card (remaining days would be calculated based on the time she reported it lost).

Having the touchpad located here on the buses was supposed to reduce congestion in the doorway. But it appears to not have worked as the CTA moved the touchpads on all buses to the normal fare collection device, near the driver (in 2010). Photo taken in 2005 by Christopher.

2. Change U-PASS fare media

Switch U-PASS to be an RFID card like the CC and CCP. This will make it cheaper to replace lost or stolen U-PASSes (students must pay $35 to have it replaced while CC and CCP customers only pay $5), while also speeding up boarding time and decreasing overall travel time. I’ve written about switching the U-PASS media before.

I believe suggestions 1 and 2 can be done within a year and that it will provide immediate benefits, possibly more than those provided by the existing old CC/CCP program. Those cards have been available for almost 7 years now and a minority of repeat CTA customers use them.

3. Integrate

This almost goes without saying…fare media should be integrated with Pace*, Metra, and even taxis. CTA has already taken the wonderful step of integrating the CCP with I-GO car sharing.

Essentially, the existing RFID card program (that’s CC and CCP) should be more like the ORCA card in Seattle (ORCA stands for One Regional Card for All). The ORCA card allows multi-day passes (including a monthly or 30-day pass), youth discounts, senior discounts, disabled discounts, and low-income traveler discounts. It can be used on ferries, trains, and buses. And like the CC/CCP “pay as you go” method, the ORCA can hold “cash” to be used for transfers between agencies or paying for a companion (they call it e-purse).

The public is nothing short of great ideas for the Chicago Transit Authority. Now if only there was a way where we could present our ideas or have them vetted by listening managers.

Milwaukee Avenue versus Elston Avenue

I moved to Avondale (north of Logan Square) in the final weekend of January 2011. I didn’t want to abandon Bridgeport but I didn’t want to find a new roommate and a great opportunity opened up. I miss Bridgeport.

So now my daily riding to friends’ houses, bars, clubs, UIC, or the library, happens most often on Milwaukee Avenue. Both are diagonal streets but I live 1.6 kilometers from Milwaukee Avenue and 350 meters from Elston Avenue. To be more efficient, I should more often ride on Elston Avenue.

So why do I prefer Milwaukee Avenue? In response to a thread on The Chainlink, “Milwaukee v. Elston,” I posted a photo essay with each photo documenting and describing problems that collectively are unique to Elston Avenue. The series starts with a photo of the Ashland/Elston/Armitage intersection and moves northbound through the Elston Avenue Strip Mall Zoo* ending at Diversey and Western Avenues.

Riding through this intersection is like being a gazelle in a savannah with hungry lions. At least for 340 feet. There are so many opportunities to get hit by a car, especially going northbound right before reaching Ashland Avenue (not pictured).

*Strip malls are terrible urban design. They’re inhospitable to everyone, even those who drive. At some point every visitor will be walking through a parking lot to get to the front door, risking life and limb, breathing fumes, and walking through leaked automobile oil.

Afterword: The Chicago bike crash map shows few crashes on Elston Avenue relative to Milwaukee Avenue. But the number of people cycling on Elston Avenue is unknown – we cannot make a comparison.

Reminder about open data and Obama’s Open Government Directive

Quickly after taking office, President Obama issued a memorandum about open government and opening government data. Then came the Open Government Directive* which said:

To the extent practicable and subject to valid restrictions, agencies should publish information online in an open format that can be retrieved, downloaded, indexed, and searched by commonly used web search applications. An open format is one that is platform independent, machine readable, and made available to the public without restrictions that would impede the re-use of that information.

Essentially, the executive government (er, Obama Administration) adopts the presumption of openness, that distributing public data is the default position and action to take.

Don’t squat on the data. Don’t fret over how people will view or manipulate the data – this is not your concern. Don’t delay its release. If you do this, you are a frigid dataist and I will remember this.
